Legal Question in Family Law in California

I am the grandparent of a 5 yr old and my daughter wo is the mother is not able to care for the child. I want to take care of the child but want to know how to do it legally so that my daughter cant just pop back into her life and try to take her back without being fit and stable. how do i accomplish this?

A guardianship petition with father and mothers consent would be the best way to proceed.
