Can grandparents get custody of granddaughters?

If a girl's mother is not suitable to be a perent and has not been very involved with any of her daughters activities. Also has treated girl very unfairly her whole life. Can the girl's Grandparents, who have been very involved with her since birth and are very concerned with her well being, take legal custody of girl? Or do the Grandparents have a good chance of gaining custody?

It will require either the action of the county to remove the child or an agreement by the mother. For the county to act, it must be factually shown that the child is either in danger, being seriously neglected or seriously emotionally damaged or any combination of the three.
