Legal Question in Family Law in California

My great-nephew has been placed in an adoptive home after I and the father requested the child be placed with me. The court took away both parents parental rights after this was requested. I passed the ICPC home study, but because the child has been in the adoptive home for almost 5 months, the judge ruled for him to rremain there because it was his best interest. I have no childrren, this family has 3 of their own, and another 18 month old foster child, same age as my great-nephew. Before this placement took place, as I stated the maternal father requested that the child be placed with me and that this same placement be delayed until my ICPC study was completed. I plan to appeal this denial. Do you think that a higher court will take into account that placement with me was requested before the child was placed and his parental rights taken away.
