what is responsibility of primary and co-guardian how they divided

I am not certain of the circumstances of the guardianship. However, it would seem that the primary guardian is responsible for the child or person that is subject to the guardianship. The co-guardian would take responsibility if the primary guardian was no longer available to perform those duties.
