Can a guardian turn back over guardianship to a parent without going through the court system?

Not legally. The guardian can file to terminate the guardianship. If the guardian turns custody of the child back to the parents, it has no effect as long as the legal guardianship order is in effect. At some point the guardianship order which suspends the parental rights will have an effect or will be detected.
