Legal Question in Family Law in California

Guardianship

A friend in Arkansas is in prison, she gave temp guardianship to a couple of her 1yr, she sent in an affadava to have the guardianship dissolved and place temp custody and power of attorney with me, but she was told the the couples lawyer that she has to get the affadava signed by a judge first. is this true or is the temp custody and power of attorney enough for me to take the child out of the care.
