Guardianship of an Incompetent Brother

My father (age 88) currently has a guardianship on an imcompetent son (retarded). The son is in a home in California. Because my father is getting old, my sister needs to obtain guardianship of this brother. She already handles his affairs. The guardianship was file in Ukiah, California. He resides near Chico, California. May father lives in Utah. How do we go about changing this guardianship. Thanks for your help in this matter.

Ukiah court is the best place to file the motion. inform the court of all of the facts in the case and the reason for the change in guardian. If all of the family members support the change it should be faily straight forward.
