Guardianship for Mentally and Physically Disabled Adult

My mother's 38-year-old first cousin is physically disabled and has schizophrenia. She currently receives Social Security benefits and Medicare. Her mother, who was her legal guardian, recently passed away. If she or other family members become her legal guardian, could our financial status jeopardize her benefits, especially Medicare? We have middle-income status, and we are not capable of taking on the full financial responsibility of her care. If our guardianship were to jeopardize her benefits, how can we go about having her become a ward of the state or county? What rights would we have regarding the condition of her care if she becomes a ward of the state or county?

The income of the guardian should have no affect on her benefits.
