Legal Question in Family Law in California

guardianship of minor

17 year old girl, ward of the court in group home. No longer on probation. Out of state couple (but only 90 miles away) seeks guardianship. CPS Social worker won't help, says shes ''busy''. Is there any method to expedite the guardianship process around the social worker. What is shortest amount of time this could take. How do I find attorney who has experience in such cases. We really need help on this and don't know to begin. Thank you!
