Both parents have an obligation to support their child under California law.

Your question really only provides a limited amount of information. You probably need to file a Paternity action and OSC for custody and support. You should consult with a Family Law Attorney.
Re: my half brother child
You should consider contacting an attorney your conduct with your half brother is prohibited by penal code section 285. Thus any any action you take may bring this to the attention of the authorities. This could result in criminal charges being filed against him and possibly you. Thus the need for retaining an attorney to review the facts and reduce the possibility of criminal charges being filed against one or both of you.
