You are going to need to get an attorney, and in your your area of California.
Your ex-wife has applied for public assistance (welfare), and this has triggered the Child Support Services Department. To get more than her fair share, it sounds like your ex-wife is seeking some for your son, and it sounds like Child Support Services Department is not aware of the divorce case that you mention in your post. Your ex-wife is looking for money, and right now the county is giving her the money, and going after you to get it back.
Your attorney will need to point out the existence of the divorce case, and the custody arrangements and percentage of time that will limit or prevent her from getting a support award. The two cases should also be consolidated.
