up holding court orders

im my kids dad and divoced for five year. my ex and I share joint custody I live CA where the divorce took place my ex moved to wiconson. My question is that she refuses to follow court orders in sending my kids for holidays that im court ordered to have. phone calls are a 40% chance that i can talk to them. and it goes. on you get the picture.well my att. says theres nothing he can do. I dont believe that, is there any legal charges in family law or can i go civel or WHAT ? PLEASE help a loving father.

You to file a motion to asking the court to hold the mother of in contempt and or for change in the custody and visitation arrangement.
