home state
my wife returned to the states from the european country we moved to a year ago and left me and our children here. If she starts a divorce procedure in the US will the custody be handled there as well or is that handled by the home state jusrisdiction in my country now?

From the facts that you have provided it would appear that California would not have jurisdiction over the children. However, you should consider consulting with an attorney in the country where you are living regarding your best course of action.
