Legal Question in Family Law in California

My husband has a court order for $20 a month for arrears, but the child support agency has a wage assignment against him for $100 a month, which is 50% of his wages. He is a subsitute at a school. Are they able to do this? How can they take out more then he is court ordered to pay? I'm concerned that once he starts working full time, they will still take 50% of wages.

It sounds like he has an order for arrears plus current support? If not, he needs to contact the DCSS and get them to correct the error.
