Legal Question in Family Law in California
My husband has filed for divorce and is not asking for any assets, we have not lived together for 10 yrs but he wants joint custody of our 11 yr old son. He has never paid any child support. Why would he want joint custody of him?

Joint legal custody allows for both parents to make major decisions concerning the child's health, welfare and education. Day to day management of the child's affairs typically are in the hands of the primary custodial parent. While I do not know your husband's motivation for requesting joint custody, absent any health and saftey issues, the courts will support this arrangement.
To add to Ms. Kock's statement, the court will not look at the fact that he never paid child support in determining visitation. The issue of visitation and support are two independent issues. If you want your ex to start paying child support, you should file an Order to Show Cause for child support. Good Luck.
