You may be able to get help through legal aid or the facilitator's office. I don't know about the court where you live, but I know in Orange County they have booklets at the courthouse that tell you how to fill in and file paperwork yourself. You can also request a waiver of court fees. There will be a problem if he doesn't work or does so under the table. If he works, however, the court can order his wages to be garnished.

You should consult with an attorney. If your husband has substantial income ore assets you may be able to get court order that in addition to paying child support that he pay your attorney fees and costs.
