Legal Question in Family Law in California

My husband was in jail back in 2007 now his back home he's the one that supports me and our kid does he have to pay arrears on child support ?

If the support is owed to the county he will have to pay the child support. The only option to request a compromise with the county. There is a form available to request the compromise.
