Legal Question in Family Law in California
My ex husband & I have joint legal custody, but he has sole physical. Which I'm working on right now. Because school transfers are in the paperwork, can he move my son to a new school without notifying me? If not, what do I do, and what actions can be done to him?

Well, it seems you were notified or at least know about it. Unless the custody order provides otherwise, you should have equal say in where you child goes to school. Most likely, if you disagree with his decision, you will have to go to mediation to get things worked out.
