Legal Question in Family Law in California

My husband and I have been married for 7 years, and we have 2 children. Last week he took off with all of keys (house, and cars) as well as my cell phone. I had no means of communications for 4 days.. Is it legal to do that? My biggest fear is my daughters, in case of an emergency, I don't have a way of calling 911 or driving to a hospital. Please advise.
