Legal Question in Family Law in California

My husband and I have been married for 7 years, and we have two children. Last week he took off with all of my keys, and cell phone. I had no means of communication so I had to have my dad drive 2 hours to take me to the store to get a cell phone, and groceries because I'm not sure when he's coming back. Is he legally allowed to leave me and the girls in the house without a car and a phone? If there was an emergency or the girls became sick how i am supposed to call 911 or take them to a hospital. That's my biggest fear. Please advice, I'm not sure if what he did is legal?
