Legal Question in Family Law in California

My ex husband has NOT been a part of my daughters life since July 2003. He has also not paid any child support and has warrants out for his arrest due to that fact. At this point can it be considered abandonment in the state of California? My current husband has acted as daddy for the past 8 years and we wish for him to adopt her. However, we can't find the biological father to "get permission". What, if any, steps can we take to move forward with the adoption? Please help!

You need a good adoptions attorney who can assist you. You can terminate the father's parental rights and then proceed with the adoption. Good Luck, Pat McCrary
