my husband always threatens me with calling the cops and taking our kids away from me just because if i dont do what he says or take him to where he is at, at the time says Can he do that?

No, why believe a bully.The police, if told the full details of the basis of the call, would not come. If they do come, they would be upset with him. You need to get some counseling to be able to stand up to him. In a divorce, the mother is the one who normally gets the children.
