Can my husbands aunt get power of attorney over my husband without our consent? She wants to force him into rehab

No. Power of Attorney is a voluntary thing. It cannot ever be imposed. However, a similar proceeding, called a conservatorship, can be involuntarily imposed if warranted under applicable law. Whether she could succeed in getting an involuntary conservatorship would depend on the exact facts and details of the situation.
