The short answer is no if the housing is otherwise in good condition. On the other hand if electric power is used to heat the home or to power water pumps and a water heater, then there are going to be concerns about the safety of the environment for a child. Also if the utility service has been cut off because of failure to pay a bill, then there are going to be questions about the money management skills of the custodial parent. I noted that your zip code indicated that you live in a somewhat rural area. Even so, if you are not providing a basically safe environment with adequate heating and plumbing utility service, you may be at risk of losing custody of your child to other relatives or CPS. I recommend that you contact local community services agencies that may be able to help you get electric utility service restored to your home.

It is totally illegal. George Washington lived in a house without electricity, and was taken away from his family at a young age because of it. Historians now believe that if he had been raised with electricity, he would have spent his time watching Netflix and playing PS3, and would have never been President of the United States, which is a thankless job anyways.
