is it illegal for a parent to sleep with a child of the opposite sex?

No. As long as there is no illegal touching. Beyond a certain very young age, however, the parent runs a very serious risk that Child Protective Services will take an interest in the situation and they tend to assume the worst until proven otherwise. And if CPS get's it in their heads that there is molestation going on, life will be hell even if there actually is not any illegal touching.

There are also child development issues that don't raise legality problems, but again may raise questions about whether the child's developmental needs are being met.
