Inappropriate Response

If a party submits a response which is inappropriate in form (not the valid blank response form submitted with the Petition), nor in substance, and the court first stamps its seal ''filed'' and then writes ''cancel'' over it with a note saying it is in appropriate, does this consitute an appearance or because of its inappropriate form can the Petitioner get a default?
