Can a husband prevent his wife from accessing the income he provides when the wife stays home and cares for their six children?

By law all wages of a spouse are community property. That is 1/2 belongs to each spouse. However, based on the minimal facts provided your situation would seem to be a question that should be discussed with a marriage counselor rather than an attorney.
