How can I get income tax money from parent that owes child support

I would like to know how can I get the IRS to intercept taxes from the father that owes child support and is over $20,000 in arrears to come to me for my children that is owed to them.

Contact the local child support enforcement agency or the local US attorney and request assistance in collection of the arrears.
