Can an individual acting In Pro Per get a subpoena for records + documents +/or personal appearances for their case? Or can only Attorneys get them?

Attorneys, as officers of the court, can issue their own subpoenas. Other parties have to get them issued by the court, but that is a pretty routine process.

If you are representing yourself, you will need to apply to the court clerk to have the court issue the subpoena.
