Interest on arrears child support

I actually am researching for a friend in an attempt to help. At one point he was behind on his child support due to various reasons. The balance was paid down to $2400, then as I understand it interest was added for the time that he was deliquent in payment, this bringing the balance up to 12,000. His balance is now at $9000. During a period of time in which he was paying the child support he had full custody of the child. Yet continued to pay the full dollar amount. Since the child support obiligation has been fulfilled is there any recourse for having the balanced reduced or dismissed on the interest aspect of this? The child is now in her mid 20's. This father has fulfilled his obligation to the mother and child, yet has to continue to pay the state an ungodly amount of interest for interest that has accumulated over the years?

This is easy to fix. he must file an order to show cause in family law court to determine arrears. With this motion he needs to attach an extensive declaration with exhibits proving he had physical custody during that time period.
