Legal Question in Family Law in California

This inquiry is in reguards to my sister. She is 24 and has two kids. She has told me that she has to use drugs in order to deal with taking care of her children. She is manic depresive and has revealed her problem to many family members and outside potential help. She refuses to get help to deal with her problems and does not take the medication that she is prescribed. Her husband is only 20 and is unsupportive towards her and the kids. The 3 year old stays with me and my parents most of the time because we are scared that something will happen to her. I am afraid for the 9 month old beacuse she is sick all of the time. My sister is on welfare and she can't even afford food to feed the kids most of the time. And all of the clothes they have are because my mother buys them. My sister has stated that she doesn't want to be a mother anymore and her actions show that. I am afraid for the kids that they will be harmed or neglected because of the way they live.
