what is an at issue memorandum in a divorce case? Does this mean the divorce is final?

Nowhere near final. The at issue memorandum is a notification to the court that the petition has been served along with the required disclosure papers, and the respondent has filed responsive papers, so the case is ready to go forward.

No, your divorce is not final, so don't run out the door and marry your sweetheart just yet. The at issue memorandum means you have issues to be decided, and the other spouse does not agree with you.
