"Jane" has three kids and is using methafetamine. She is capable of quitting as she has done for her pregnancies. Jane refuses to admit her problem, and her mother "sally" which houses Jane and her kids, is tired of this issue but does'nt kick her out for the childrens sake. Sally had found pipes for consumming meth accidentally left behind in the restroom after janes use of it. sally wants to get hard evidence on jane so she can take legal custody of the children and so jane can get clean while serving time because she has no money to send her to a rehab. what can Sally do in this situation?

From the description of the question, it seems as the grandmother may have hard evidence about the methamphetamine use.

The best approach would be to file and serve a request for temporary guardianship. During the guardianship proceedings, social services can investigate and determine if placement with the grandmother and rehab for bio mom would be the best approach.
