if there is joint custody involving 2 kids, can their dad decide to change the court order in place without court authorization if the mom doesnt agree?

No, custody modifications must be by agreement or a court order modifying the original order. If he is refusing to abide by the existing order he is in contempt of court and can be fined or jailed. You would have to file an OSC re: Contempt for that to happen though.
