If we were to have joint custody but one parent wants to live in different county, what are the restrictions?

The only restrictions that would exist would be from court orders limiting the child's relocation. If both parents agree with this arrangement, the court will not interfere. If a parent objects, the court must determine what parenting arrangement is in the child's best interest.
It is up to you and/or the court. Normally, unless there is reason to do something different, the only restrictions are that neither parent can leave the USA without written consent of the other parent. Since every county's court orders are enforceable in every other county in the state, it is not common to bother with restrictions based only on living in different counties, other than the obvious impact the distance may have on what would be an appropriate custody sharing arrangement.
