Can a judge in California make a custodial parent go look for work "seek order" ? Can the judge also lower child support at the same time?

The answer is a qualified yes to both of these questions. Both parents have a legal duty to be as gainfully employed as possible for the support and maintenance of the children. If you can establish you are doing all you can to become employed and that due to the economy you continue to suffer unemployment, the court has the power to modify the support.
