why would a judge not order child support because ex does not have a taxable wage job

Child support is based upon, for the most part, your income, her income and the amount of visitation. If she has no income, then that is probably why the judge did not order child support to be paid by her. It is up to you to present to the court evidence that she has an ability to earn based upon work which is available to her and for which she qualifies. Good luck!
