Juvenile Dependency Court v. Board of Prison Terms

If an Appeal was granted by the Board of Prison Terms, thereby removing restrictions pertaining to minor children, and allowing the parolee to reside with minor children. Can a Juvenile Court rule that a child is at risk from being abused and remove that child from its home a couple of years later.(No allegations of abuse) Would the Board of Prison Terms be liable for the emotional well being of the child since they allowed it? Who has the higher power to make that decision? Do the Juvenile Courts have to follow a decision by the board of Prison Terms. How can I challenge a decision by the juvenile court?

No, the court, no. You need to go through the lengthy and cumbersome process of reunification, unless your parental rights have been terminated, in which case you are entitled to an automatic appeal which the court apponted counsel will have prepared for you. If you do not like the foster parents, you may file a Petition for Guardianship to appoint the guardians you prefer.
