Legal Question in Family Law in California

can she arent cant she take the kids out of state?

My daughter is thinking of leaving her husband..At this time she isnt sure what to do..I have told her to seek the advise of an atty.They have 2 small children..I want her to come here to indiana..or to go live with her sister in Denver.Co..She is scare to leave her husband,! because if she does she is scared that his mother will try and take the kids..she has connection in the courts .and if she does leave the state..she is scared they will get her for child kidnapping,,and reading this form am confused.Some atty have stated that if there is no court order she can take then out of state..and other have said she needs to file for costdy frist?//what is she left a note or even told him where she was going,,could he stop her?
