Is L.A. D.A. Above the Law?

The DA was presented with evidence that the father's income and expense declarations were perjured, yet they chose to be complicit.

I recently spoke with an attorney about any possible recourse. He informed me of a minor point - that the DA has the discretion to close a case even when the father owes money. He also informed me of the larger point - that the DA's office (and government in general) has immunity . Is this correct?

Yes, there is governmental immunity except for very limited exceptions (such as actual malice).
