Legal Question in Family Law in California

i know a lady that has three children and took in another child. She lives in a two bedroom apt. She has turned her walk in closet in the master bedroom into a bed room for her son, the dinning room into a 'room' for her 10 yr old daughter and the two teenage girls have the other beedroom. Isnt this illegal??

That's just terrible. Of course, they should be living on the street or in an alley, just like you want.
