I am living in Los Angeles Ca. My children are in foster care and have been for 1 year and 10 mths. The judge told me to file a 388 form What is that? and why do I need to file it?

This a petition for the court to reconsider the placement of the children. There is a judicial counsel form for this petition. You need to set out in the petition the change in circumstances that justifies the court making a change in the court orders.
