Legal Question in Family Law in California

Is there a law that states that a husband must allow his wife to have access to his earnings? If so, how can this be put into effect?

There is no law that specifically says that. The law is more general. It says that each spouse owes the other a fiduciary duty of the utmost fairness and open dealing between them in all financial affairs. There is also law that states that each spouse must economically support the other to the extent of their resources. Although I have never heard of it, I suppose one could enforce it by a breach of fiduciary duty action. Normally, however, if one spouse is financially abusing the other to the degree that legal action is needed, it's just time for a divorce, which is where those laws are enforced all the time.
