what legal actions can be done if the childs father claimed the child for his taxes? i have primary custody and he has not been involved in our child's life for more than two years

The first thing to do is just claim the child on your own taxes. The IRS will then flag both returns because they claimed the same child. You then deal with the IRS and provide them whatever proof they require that you are the parent entitled to take the exemption. The IRS takes it from there.
