Legal Question in Family Law in California

is it legal?

I have a friend who's 19 year old step son lives with his ex-wife, he has a conviction of sexal penetration with a foreign object to a minor. He was convicted of the crime. My friends two minor children are living in the home, and is attempting to get custody. The 19yr old allegedly is not supposed to be there, but recently moved back in with his mother. Can my friend get his kids out of there legally and permanently?

California law severely limits custody and visitation when there is a registered sex offender in the house.
