legal guardian of nephew

my nephew resides in NJ with his mom and I reside in Santa Clara County, CA. I would like to become his legal guardian with his mother's full permission. His mother has full custody. His father has signed away all his rights during the divorce. What do I have to do to become my nephew's legal guardian?
