Legal Guardian wanting to adopt a 12 year old child?
If a legal guardian of a 12 yr. old girl wants to adopt her, will there be a point in the process when her parents have the right to say yes or no? Her mom doesn't really care, but her father has concerns. He has been in prison since his daughter was born, and wants to know if he will have a chance at any point in the adoption process to say yes or no on being ok with the legal guardian wanting to adopt his daughter. If she is 13, will that make a difference on the process of adoption? Does a CA inmate have a voice in the process of the legal guardian wanting to adopt his daughter if the mother is ok with it because it is better for her to have the legal guardian responsible for her daughter?

A petition for adoption must be served on the parents unless their parental rights have been terminated by court order.
