Is it legal for a parent to read his child's mail?

What rights are held by the parent and his child who is under 18 regarding

personal property and mail? That is, can a parent legally open and read mail

addressed solely to his child without the childs permission?

Also, what other methods of child communication supervision by the parent are

forbidden by the law or protected by the child's rights, i.e. eavesdropping,

wiretapping, video surveillance, etc.?
