Legal responsibilities of a man giving up paternity rights to a child

My brother is not financially stable at all. He is being told he's the father of a yet unborn child by a woman he had a one-night stand with. Due to inability to care for child, and no love present, he preferrs adoption to a couple she knows. She insists on keeping child. He'll give up parental rights (if it's found he's the father). Now, what are his legal responsibilities and what can she "sue" him for? Please help. Thank you.

if the child is adopted her is off the hook. if the mother keeps it she can sue him for child support but will have to prove he is the father.
