Legal Rights for Blood Father

If a man finds out that he is the blood father, through a paternity test, to a child who is in Foster care, but another man signed the birth certificate of that child (thinking he was the father), can the birth certificate be changed or ammended? And does the actual Blood Father have rights to the child?

He may have rights, but this can be a complex issue and you should talk to an attorney about your rights and obligations. The bio-dad's rights can be limited by time so you should act quickly. Pat McCrary
